Offline Document Management System

Hi all,

I have a question about SharePoint 2013. I'm looking for an offline Document Management System (DMS) which has access control capabilities. Basically, my question is whether I can use SharePoint in its full functionality (or at least the access control and DMS capabilities) without sharing it online?
