Office 2010 Word Documents cannot be opened read_only in Browser

I have recently installed in our test system SharePoint 2013 Server.  This is running on WS 2008 R2 and using a SQL Server 2012 installation.  All updates have been made to the server. 

I have created our first Webapplication and Site Collection and used the default Team Site template.  In this Template there is  a Document Library to store, well, documents. 

We are currently running a SharePoint 2010 Server in a POC environment for one department and they have saved both Excel 2010 documents and Word 2010 documents to their Document Library. 

I have saved some of these documents down to my Client workstation and then have uploaded to our new SharePoint 2013 site. 

The issues that I am having is originally on my SP 2010 installation I could click on the individual document (icon) in the document and the WORD document would come up in the browser for users that did not have update access to that library.  GREAT this is what I wanted.  They DO have Office on the workstations also.

Now on the SP 2013 installation, it automatically comes up in their Office 2010 Word application and not in the browser. 

I do not have Office Web Apps installed on my test system, as actually I really do not see the need for anyone to edit within the browser (at this time of testing). 

Am I missising something here. I thought that through SP 2013. Office documents could be viewed in the browser.  

I have done this succesfully done this with the Excel 2010 spreadsheet, (that is actully just documentation not calcs) but it looks as if it is using Excel Services to do this, which I think is only an Enterprise feature, which I may be turning off.

To make this more complicated, I am looking into what functionality Office 2013 will bring to us in this environment but not sure I want to muddy the waters anymore.  Is this going to change things also.
