Root site access and using templates

We use the online version of SharePoint with Office365

As we build a lot of similar sites for schools we have made a populated template team site which consisits of a root site and a few subsites. We then restore these within 1 new team site for the school and set it up as they wish.

The problem we have is that when it comes to using these templates for the clients we have to create a new team site in order to be prompted to restore the templates and so they are left with the blank default team site.

Q1: Is it correct that the root team site can't be re-created using a saved template?

Q2: If not and a seperate one has to be created in order to restore the templates can anything be done to hide off the root site as users sometimes come across it (even though the promoted link has been removed) Also when saving documents in local Office apps the Save as link defaults to the root site address.
Deleting the root site prevents access to the new one.
