Product Catalog sites: product hierarchy term set does not get created

I have a basic SharePoint 2013 RTM test environment, consisting of:

  • A domain controller (Windows Server 2012)
  • A DB server (Windows Server 2012, SQL Server 2012 SP1)
  • An SP server (Windows Server 2012, SharePoint Server 2013 RTM)

I'm trying to create and configure a Product Catalog site collection. According to the documentation (e.g.http://technet.microsoft.com/en-us/library/jj635877.aspx), the provisioning process should create a term set namedProduct Hierarchy. However, this doesn't happen. The site home page shows plain text where there should be a link, as shown below:

If I click Manage item hierarchy in Term Store, the term store shows no additional term sets beyond the defaults, as shown below:

Everything appears to be set up correctly:

  • Managed Metadata service application is provisioned, working correctly, and associated with the web application.
  • Event logs and ULS logs don't report any errors.

I had this working on a SharePoint 2013 Preview version, but I'm persistently unable to get it working correctly on the RTM version. Any ideas what I'm missing?
