Developing with Server Side Code in full SP2013 installed local computer ?

Hi,

We know we have to use CSOM, JS, html , css for SharePoint-Hosted Apps;

we know we can use server-side code in Cloud-Hosted Apps. 

But is there a way that I can use server side code in my SharePoint installed local computer ?
