Allow SharePoint 2013 documents to be viewed only in the browser

We are using SharePoint 2013 on-premises and have ADRMS deployed. My organization has a security requirement to allow SharePoint documents to be view-only to certain users. This means that these users can view documents in the browser but not download them to their local machine. 

Is it possible to do this?

If so, does it require Office Web Apps and RMS to be deployed?
