Site collection admin can't activate a form template ??

In our newly-created SharePoint 2013 (RTM) environment, our developer is unable to activate a form template on his site collection (using Central Administration).  When he tries, he gets the following event (event id 5731):

Activation of form template on site collection http://cod-sp2013 failed. (User: CORP\jsl, Form Name: PMV Onboarding, IP: , Request: http://cod-sp2013:5342/_admin/ActivateFormTemplate.aspx?templateId=e3250b51-290e-41a1-9ac5-81fc7a419943, Form ID: urn:schemas-microsoft-com:office:infopath:PMV-Onboarding:-myXSD-2012-11-06T21-02-51, Type: InfoPathLocalizedException, Exception Message: The form template could not be activated to the site collection. You do not have the permissions required to perform this operation. Only the administrators of this site collection can activate to the site collection. Either add yourself as a site collection administrator, or have a site collection administrator activate the form template.)

But he certainly is a site collection administrator. This seems very similar to an old MOSS 2007 thread , where the solution was to use STSADM or use site settings (instead of Central Admin).  Using site settings does not make sense...the form template is not availabled in the site content types untill it is activated from central admin...but we were able to activate it using PowerShell.

My question...anybody know why this does not work in Central Administration??  I suspect some kind of permissions issue.
