It used be drag and drop to move web parts in the single site in SharePoint 2010, but somehow I cannot move in fresh SharePoint 2013 RTM instance. I have here default team site and signed in as Owner. When I click Page->edit->Edit webpart->Layout->There is only 1 zone.
I also miss option to create a new Site under the Site Settings.
I recreated the site and same problems occurs.
