Add site or library to other users' following list

Dear all,

In Sharepoint 2013, is there built-in function to add/remove a site or library to some users' following list?

For instance, staff Mark was in team A. He have followed team A's site. Recently he was switched to team B.  Team B's supervisor would like Mark to follow team B's site. Can team B supervisor do it if he is given permission?
