access denied error in sharepoint 2007 after activated the feature “Office SharePoint Server Publishing Infrastructure”

   when I open the site url like this:

   http://server/bj/pages/default.aspx

   I got the access denied error, and the site url became this:

   http://server/bj/_layouts/AccessDenied.aspx?Source=http%3A%2F%2Fgisg%2Fbj%2FPages%2FDefault%2Easpx&Type=list&name=
   %7B90DC3E22%2DAEDA%2D40E3%2D9403%2D9D076ACB702F%7D

   If I deactivated the feature "Office SharePoint Server Publishing Infrastructure" in site collection featuers,and reopen the site,  then the error disappeared.
   but when after I actived the feature in site collection features, I open the site, and the access denied error appear again.

Please let me know what could be the reason.
