I have a SP2013 publishing site in which I have added a Excel Web Access web part. I am running into two problems:
1.) The web part will not render named ranges or charts. (works fine in team site).
2.) The web part will not render for users that have View Only permissions on the library containing the spreadsheet.
The first issue just renders a blank web part and the second issue throws an exception:

If I add Restricted Read to the spreadsheet library for the user's whose permissions are View Only the web part renders as it should. (This workaround is a security issue as now the user can open/download the spreadsheet.)
