We are having some weird issues trying to upload files to the Master Page gallery in our staging environment. When we try and use Explorer view and mass upload, we get an error that it cannot read the source file. When I try uploading a single file, it looks like it works, but the file does not appear in the library. What's odd is that when I then open it in explorer view it appears in there. Additonally, we cannot deactivate a wsp from the site collection admin or by Powershell because it says one of the page layouts (that we haven't been able to upload) is missing.
It works fine in our development environment. When uploading to stage, the properties are the same as what is on dev:
