Which site collection type will best satisfy my needs

I already developed a publishing site that uses enterprise wiki template, and it worked well. Currently the management asked to develop a new Intranet site that has the main two features:-

1. A single entrance web page for all our active directory users with a useful links inside it, that takes them to our HR system, our Financial system ,etc.
2. Discussion forum

So which site collection type will best achieve my requirements?, currently my Enterprise wiki is somehow a site based as each department within our company have a separate enterprise wiki sub-site and our user groups have separate permission on each sub-site.

But currently the requirement is that the new intranet should be user-based, so that each user will have his site and there should be a shared discussion boards to exchange information within our company employees.

Any idea where I should start from?
