When trying to open a file from sharepoint i get this bar:

After i click Edit Workbook i get:

Clik here to view.
I have full access to the library, other users get the regular bar that ask them to check out before edit. Why would i not get that message? i dont have the same issue connecting to another sharepoint server (both version 2013)
