Help with lists

I want to create a list where one group of people can create an item and only assign the date of completion, title, description and who its assigned to and not the 'percentage of completion' and only the person who it is assigned to can edit it but assignee cant edit the date of completion, title, description and they can only edit the 'percentage of completion'.

could some one please help me with this?
