I have created few site collections. Every site looks odd - I don't see "Site Settings" icon and the whole site is messed up. If I try to access Site Settings by url, I get almost empty page with few SP icons randomly dispersed on the page.
But, Central Administration site looks ok. I have tried in IE 10 and Chrome and from different server remotely and from local computer, always the same. It is Preview version of SP2013. What can it be?
