Exposing SharePoint 2013 User Profile properties via REST using OAuth

Hi Team

My requirement is exposing user profile properties in SharePoint 2013 farm via REST API. REST API should also complain with OAuth.

This REST API then can be consumed by external applications.

Can you provide some options to achieve the same? I thought of writing an APP in SharePoint which displays user profile properties in a page by accessing a token from TokenHelper.cs file. How the the external world can consume this app by calling in REST passion.

I appreciate your help on the same.
