Manage Hierarchy Permission Missing

We are trying to set up a self-request process for users in SharePoint Online (wave 15/2013). It seems that the permissions available for setting users are not consistent or are maybe even changing (there certainly seems to be background work going on)?

So we have our Site collections for each department - based on the Team Site layout with some additional features. Users have a button to request a site within the collection. This level requires an admin to approve BUT once they have a site within the collection, we want members of the site to be able to automatically create further sub-sites. This also happens via a button (creates a new form with some JavaScript that uses SPservices).

This is where things have gone wrong. I need to be able to give the Members group Manage Hierarchy permissions but that option is not available in the list of permissions.

Can anyone point me in the right direction please?
