Restricted permissions are not working

Hi,

Our current environment is SharePoint 2007,    Restricted permissions are not working. The library is visible to every one.

I had few restricted libraries in one site collection( they are not inheriting permissions from parent site), only 2 users have permissions. But every one in my organisation can see the library

I checked the permissions of site collection I don't see any error,
