Sharepoint Office 365 Capabilities

I have not had time to really take a close look at Sharepoint but would like to confirm if something is possible to make in the Office 365 edition.  We would like to set up a site to help up track and approve some of our company projects.  Currently people are doing this on a single Excel spreadsheet and a shared drive with a corresponding directory structure.

What they do is they have each row as one project.  For each project they have about two dozen things they have to check, each thing has one or more of 4 people who need to sign off on it.  If it is signed off the cell is changed to green, otherwise it is red if there has been no check or yellow if it has been checked but more is needed.  the stuff that needs to be checked is in the directory structure based on the project name and the portion that needs to be checked.

I would like to have a Sharepoint site set up to allow people either see all projects or click into the project and see what the status is of what needs to be checked.  Files can be uploaded to the various sections and the appropriate people have to check each off to turn the group to green and OK to move on, eventually when all groups are OK'd then the whole project is.  If possible I would like to have them color coded and a % complete shown so everyone can take a quick look to see who still needs to do stuff.  In a dream world I would also like everyone able to view and have them grouped together so if the autorized person in your group hasn't OK'd it then you see red but if the group has then you see a yellow or orange (so you know someone hasn't done their job but your group has).

Individually nothing seems overly complex but once it is all together it seems like something that could become problematic.  I also need to see how complex this is and if I will likely be able to do it myself of get a specialized dev in (I have some programing experience but nothing specific to Sharepoint or extremely in depth).

Please let me know any thoughts or opinions you hae so I can try tp plan and move forward accordingly.
