SharePoint 2013 - Search Scope - All Sites

Hello,

How can I allow for sub sites to display search results from all site collections using the OOTB osssearchresults layout page?  I am using SharePoint 2013.  The Small Search Input Box is sending a u=[sitenaem] to the page.  

When I go to look at the Result Sources, I get this: 

You don't appear to have permission to view the account credentials for this result source. You need permissions at the level at which the result source was created. For example, only an account with administrator permissions for a Search Service application can view the account credentials for a result source created at that level.

Even though I am a site collection admin, and a Search Service Admin. 

Any ideas?
