I'm currently working on sharepoint 2016 + project server installed on a single machine.Recenly there was a requirement for email notifications to be enabled. hence I did Central Admin outgoing Email Configurations. When I try using shell script email's are working fine. But when we add a document after enabling alerts and notifications, it's not working.
On another sharepoint farm in the same organization, email alerts and notifications are working fine and I replicated the steps in the new server.
I tried the script in below link and it's working fine.

Please let me know the steps so that email notifications actually work.
