Sharepoint Solution without a farm deployment

Hi,

We are trying to create a Web service on the SharePoint server to access the SharePoint websites within that server. We need to perform the operations using the web service on SharePoint site like creating Document set (however we are not deploying it as a farm solution)  Is it possible to invoked the SharePoint objects from the web service ,if we have required permissions (farm admin) ?
