workflow 2013 incoming emai

Hi everyone,

I'm trying to make the workflow to start automatically when a document library receive an email but it wont work.

If I crate the workflow using the 2010 version, it works fine. However when I use the workflow 2013 version, it will not work. If I add a document or edit a document, both work fine. 

I also executed the command to enable SharePoint workflow to receveive email from the system account.  “stsadm -o setproperty -pn declarativeworkflowautostartonemailenabled -pv true”

Can someone help me to figure out what's wrong???
