Accessing SharePoint Site is very slow with one user account, accessing one Documents library

I am facing issue in accessing a document library which is taking too long to respond. On home page of site library web part is referred and its taking long also, other part of site is working expected. however same thing can be access with other users as normal. we have provided full permision to this user but the issue still persist. Please give ideas to resolve the issue. Below is error I am getting in ULS log

Could not get DocumentContent row: 0x80004005. Spent 0 ms to bind -1 byte file stream

Failure when fetching document. 0x80070012

Tried to flush Cache and reset IIS but it did not resolve.

Is there any document in library which is causing issue or any permission issue?
