Creating a default layout for SharePoint subsites

Hi all;

I'm trying toi create a default page layout with a specific layout of containers for web parts for a site collection. I want the page layout to be the default page layout so that when anyone creates a sub-site they will automatically get this layout as their defualt.

How do I do this?

Publishing is turned on at the site collection level.....
