Access denied when moving a file in Content and Structure

Hi there,
 
I am trying to move a file from one document library to another in Content and Structure within the same site but I keep getting an Access Denied error. The user that I am performing this operation with has been given Full Control at the site level, not the top site.
 
When I give the user full control at the top level, then they can move the file successfully. I don't want to do this though as I only want them to have permission at the sub site level.
 
Any ideas how I can get the user to move a file in Content and Structure?
