The annoying ..... "Working on it"

I have configured a 6 server SharePonit farm. (2 WFE, 2 SA, 2 DB).

I have noticed that even when the site has been accessed, if some different user tries to access the same site they get a "working on it" ... wheel.

This was really not the case in SP2010. Yes if you do a IISreset the site used to take time to load... but once someone has warmed the site... others could opent the site very quickly.

I wonder why SP2013 behaves as if each and every user needs his/her own cache.

What can I do to get rid of "working on it" for each and every user?
