How to prohibit users from following people?

I have following settings according to this article:

Only option 1 and 3 are active.

According to this article following people should not be active anymore.

In my case this is still possible. Is this a SharePoint 2013 bug? Or do I miss anything in the SharePoint 2013 configuration.
