Can Request Manager feature of SharePoint 2013 handle internal service application requests and load balance them in the app tier?

Scenario:

In one of our SharePoint 2013 application, the service architecture strategy is to host eachservice application in more than one application servers to gain better redundancy and availability. So, if one application server goes down, other application server can respond to the service application requests and continue to perform various operations (like crawl, content processing, profile sync from AD and DB using BDC, usage data collection etc.).
Question:
Can Request Manager handle internal service application requests and load balance them in the app tier? If yes, can we probably host all service applications in all app servers (or may have more redundancy in the app servers) and let the Request Manager redirect requests (like crawl, content processing, profile sync from AD and DB using BDC, usage data collection etc.) based on the health of application servers to achieve better performance, availability and redundancy?
