Very strange issue with RTM SharePoint 2013. When you are uploading a new document with SharePoint 2013 with Versioning enabled (Major or Major & Minor both), SharePoint 2013 does not save the comments for the very first check-in. I checked the database as well and the comments for the very first check-in are NULL. Seems like another bug in 2013. Anybody experienced this issue? Thanks.
