Site Collection Document web part in Publishing Site not displaying documents for all users

I’m trying to resolve an issue with a new SharePoint 2013 installation where I have created the main Intranet  site using the Publishing Site template

I created the site, and added 3 administrators to the Owners of the site collection as they would be charged with managing the site and customisations to the layout.

One of these persons made some customizations to the main page using the browser based editor, including adding a Site Collection Documents Web Part and uploading documents into it which are to appear on the main page for all users when the main page is displayed.

I have added ‘Everyone’ to the Visitors group to ensure read-only access to the site for all the organization's users.

The issue is that when a user visits the main Intranet page, the Site Collection Documents folder appears empty when the Web Part is rendered. If I add “Everyone” to “Members” group though, which has “Edit” permissions (which I do not want), only some of the documents appear.

What have I done wrong? Have I used the wrong web part for my purposes? I was trying to get a comprehensive list of the web parts available, but no luck so far on TechNet, and even searching for some documentation on the Site Collection Documents web part was a bit unsuccessful.

Thanks in advance for any help you can offer helping me figure out what I'm doing wrong.
