Ribbon bar suddenly missing on publishing site.

I have a sharepoint 2013 publishing site with a custom master page.   In fact I have 4 sharepoint publishing sites all with similar master pages.   Editing the pages was working fine, and suddenly things stopped working.   My default page, and any other page in the pages library, no longer function like a publishing page.

I have tried ensuring the publishing features are on - they are.

I have ensured the masterpage has the relevant ribbon tags in the right places, and after 8 hours of comparing and scratching my head, they are absolutely correct, however, the control menu does not contain any of the publishing buttons [Show Ribbon], [Add Page] etc.. ; and if I add a content editor webpart to the page clicking into the content does not bring up the ribbon bar.  

Also, if I edit the page, there is no "Save" button like there is on my other sites.

I recreated the entire site collection, updated the master page with all my changes, and things worked for a while, then suddenly went back to this state.  

It seems like it is treating all my pages like they are not on a "publishing site" or using a publishing master page, so it is disabling the not needed features.  

All of my sites are setup to allow anonymous access and they were all created as publishing sites. In addition, the pages libraries and master page gallery have versioning turned off and check-out required turned off to aid in publishing these initial pages.

Any clue, even the slightest one will help me here.
